Results of the City of Oshkosh Budget Analysis Released by the Oshkosh Chamber of Commerce
An analysis of the City of Oshkosh Budget, reviewing revenue and spending trends, was recently completed and is being released. The Oshkosh Chamber of Commerce commissioned a study to take a thirty-year (1990 – 2020) look back at City long-term spending and staffing trends. This independent analysis was conducted by the Whitburn Center for Governance and Policy Research at the University of Wisconsin Oshkosh on behalf of the Oshkosh Chamber of Commerce. The goal of this analysis is for stakeholders to be able to get an unbiased look at Oshkosh budgetary trends and to better inform local property taxpayers of the City’s revenue and spending trends.
Key findings: - Local government funding has been impacted by State policies surrounding shared revenues and tax levy limits. In response, the City of Oshkosh has shifted sources away from State shared revenues to greater reliance on property taxes and user fees.
- Local taxpayers benefited by Wisconsin 2011 Act 10 that allowed the City of Oshkosh to better manage its employee health insurance and pension benefits expenditures.
- Overall, the City of Oshkosh has experienced a 193.9% overall increase in its four major sources of revenue between 1990 and 2020. Over the last 30 years, major revenue sources have increased by an average of 6.5% annually. That increase corresponds with a 137.9% increase in the City’s operating budget, an average annual increase of 4.6%. During the same period, according to the Bureau of Labor Statistics, the average inflation rate was 2.59% per year.
- There are clear patterns to the changing major revenue sources for Oshkosh:
- State shared revenues increased by 5.8% between 1990 and 2020.
- Total funds collected via the local property tax increased by 344.8% between 1990 and 2020, or about 11.5% annually.
- User charges for services increased by 468.7% between 1990 and 2020, or about 15.6% annually.
- Funds collected via licenses, permits, and fines increased by 282.3% between 1990 and 2020, or about 9.4% annually.
5. Since 1990, the City of Oshkosh added 198 employees. Public Safety had the largest number of additional employees with the Police Department adding 40 employees and the Fire Department adding 14 employees during this period. 6. The City of Oshkosh has also experienced changing wage patterns since 1990. Overall direct labor costs, i.e., wages, have increased by 212.7% between 1990 and 2020. Payroll benefit costs have also increased by 150.7%. However, payroll benefit costs did change dramatically between 2010 and 2020 due to 2011 Wisconsin Act 10, which limited the City’s contribution to employee benefit costs (public safety employees excluded).

The US economy is on track to grow in the third quarter of the year. However, the growth is uneven. The industries and companies that excelled because of the stimulus and/or social restrictions stemming from COVID are doing poorly at present as demand wanes and inventories catch up with or exceed supply, and this is creating pockets of recession. | The Oshkosh Chamber of Commerce has hired Julie Davids as its new Education and Talent Development Director. You may recognize Julie as she, along with her husband John, own Home Care Assistance here in Oshkosh. She also brings with her a Master of Science Degree in Management and Organizational Behavior from Silver Lake College (2009), and a Bachelor of Science Degree of Business Administration & Marketing (1990). | | |
In Davids’ new role, she will be collaborating with the Oshkosh Area Public Schools, Lourdes Academy, Fox Valley Technical College, University of Wisconsin Oshkosh and the Oshkosh business community. These relationships will help create workforce development programs that strengthen the existing workforce development system, open the lines of communication between education and business and address the critical workforce dilemmas faced by our community. Davids will also be working closely with the Amplify Oshkosh Consortium to address and implement programs that support the merging technology sector in the Oshkosh region.

This podcast will educate listeners by interviewing community expert "legends" on the topics of leadership and entrepreneurship.
Bill Castle is the fourth generation CEO of CastlePierce, a local family business founded in 1888. Castle worked alongside his late brother, Mike Castle for 40 years. He was born and raised in Oshkosh and is the oldest of 5 siblings. Castle graduated from Lourdes HS and then furthered his education at the Northwood Institute in Midland Michigan. He went on serve in the US Navy and married his wife, Margot Castle, prior to his departure. They have two children, a son and a daughter. Their son, Tom Castle, now runs the family business and their daughter, Emily, is an archivist at the University of Indiana. Castle served 12 years on the Oshkosh City Council, four of those as Mayor. Community involvement and support have been a long standing value of the family business and continues today. He retired in 2010 and has enjoyed that time with his two wonderful granddaughters, golfing and spending winters in the warm sunshine of east central Florida.

JULY 2022 JOBLESS RATE IN OSHKOSH DECLINES Oshkosh and Winnebago County unemployment rates saw a decrease in July and remain historically low. The unemployment rates for Oshkosh and Winnebago County remained consistently low along with other areas in our region as reported by the Wisconsin Department of Workforce Development (DWD).
CITY OF OSHKOSH EMPLOYMENT DATA The data indicated that the unemployment rate for July 2022 was 3.2%, down from 3.6% in June of 2022 and down from 3.5% in July of 2021. The number of Oshkosh city residents working declined in July 2022 as compared to July of 2021 by 375 people. There were 33,819 Oshkosh City residents working this year in July vs. 34,194 last year. This trend also follows the decline in the total labor force in Oshkosh over the same period from 35,437 in July 2021 to 34,945 in July 2022. WINNEBAGO COUNTY EMPLOYMENT DATA The Winnebago County unemployment rate for July 2022 also declined to 3% in July 2022, down from 3.2% in June of 2022 and 3.4% in July of 2021. The number of Winnebago county residents working in July 2022 also declined year over year following a statewide trend. There are 90,399 Winnebago County residents working this year vs. 91,402 last year, for a net loss of 1,003 workers. Winnebago County’s labor force also declined year over year in July from 94,616 in July 2021 to 93,214 in July 2022. WISCONSIN and US EMPLOYMENT DATA The Wisconsin July 2022 unemployment rate was 3.3%, down from 3.5% in June of 2022 and 3.9% in July of 2021. The state saw a net loss of 21,819 workers year over year in July from 3,059,311 in July 2021 to 3,037,492 in July 2022. The 3.3% statewide unemployment rate remains below the national average of 3.8%. This survey targeted manufacturers in our geographic region to gather data, which will be used for the retention of the current workforce and the attraction of new employees. The Vetrepreneur Project is a collaboration between the Venture Project of Oshkosh and Salute the Troops of Fond du lac, to help support local veterans with an entrepreneurial spirit, achieve their dream of financial independence. Our program offers local veteran entrepreneurs the opportunity to attend a 7 week small business accelerator program hosted by Venture Project, and powered by Salute the Troops, Inc. At the end of our 7 week educational program, veterans that complete the entire program will have an opportunity to "demo" their business in front of a panel of judges for a chance to earn $5000 in seed funding from Salute the Troops.
Each Veteran that completes our program will be given 1 year of free access to Salute the Troops' subscription based co-working space in Fond du Lac, WI, which offers many different amenities such as free wi-fi, free printing, desk and computer usage, conference room usage, access to our network of professional services like consultants, tax professionals, marketing agencies, and professional development coaches. In addition to the $5000 grant, The Vetrepreneur Project is giving an open invitation to investors from around the community to provide additional funding opportunities for our participants, or the opportunity for YOU to invest and/or become a partner in a veteran's business | | |
