LEGISLATION TO LIMIT COVID-19 LIABILITY The Oshkosh Chamber of Commerce, along with other state-wide local Chambers and business associations, has requested our area state representatives to co-sponsor and support LRB-6434, a bill that would create a safe harbor for all property owners or occupants who are good actors against frivolous lawsuits alleging a plaintiff was infected with Covid-19 at a specific premises. | | |

OSHKOSH AREA SCHOOL DISTRICT LAUNCHES COVID-19 DASHBOARD
In an effort to keep students, families, staff, and the entire community up-to-date on the state of COVID-19 in OASD boundaries, the District has created a COVID-19 Dashboard available online at www.oshkosh.k12.wi.us/families/covid-19-dashboard. This dashboard provides a snapshot of the number of students and staff who have tested positive for COVID-19, as well as those required to quarantine due to being identified as a close contact. In addition to active cases, the dashboard also provides a listing of total cases since the start of the school year. The dashboard will be updated every Monday and Thursday of each week. | | | | | |

OSHKOSH AND WINNEBAGO COUNTY UNEMPLOYMENT RATES CONTINUE TO DECLINE IN AUGUST For the fifth straight month, the unemployment rates for Oshkosh and Winnebago County saw declines in the month of August as reported by the Wisconsin DWD. CITY OF OSHKOSH EMPLOYMENT DATA The data indicated that the Unemployment Rate for August 2020 was 5.3%, down from a high of 14.3 percent in in April. By comparison, the unemployment rate in August of 2019 was 3.6%. Oshkosh’s August unemployment rate was one of the lowest of major cities across the State of Wisconsin. There are currently 32,301 Oshkosh City residents working this year vs. 33,381 last year, however, Oshkosh’s April employment was 29,541, showing a positive employment trend increase of 2,760 from April 2020 to August 2020. By comparison, Oshkosh’s March 2020 employment was 33,048 before the effects of Covid-19 began impacting the economy. WINNEBAGO COUNTY EMPLOYMENT DATA The Winnebago County unemployment rate for August was 5.1%, down from a high of 14.2% in April of 2020. By comparison, the unemployment rate in August of 2019 was 3.3%. There are currently 85,734 Winnebago County residents working this year vs. 88,609 last year, however, Winnebago County’s April employment was 78,409, showing a positive employment trend increase of 7,325 from April to August 2020. By comparison, Winnebago County’s March 2020 employment was 87,717 before the effects of Covid-19 began impacting the economy. WISCONSIN EMPLOYMENT DATA The Wisconsin August 2020 unemployment rate was 6.1% vs 14.6% in April of 2020. Statewide employment is still over 137,023 less than last year at this time, however it is up 253,333 from April of 2020. | | |

OSHKOSH NEW CONSTRUCTION REPORT STRONG FOR 2020
The values reflect 2019 construction activity. - Oshkosh was 2nd in the Fox Valley region in new commercial construction in 2019 with over $42.6 million.
- This was the highest new commercial construction value Oshkosh has seen since 2009
- Oshkosh was also 2nd in the Fox Valley region in new industrial construction in 2019, with over $22 million.
- This is the highest industrial construction value tracked by the Oshkosh Chamber since we began this tracking activity in 2002.
This is great news from a tax base perspective and confirms significant economic investment that continues to take place in Oshkosh. More information is available at the State of Wisconsin DOR Statement of Changes in Equalized Values webpage. | | |

OSHKOSH DEVELOPMENT UPDATE
TOWNEPLACE SUITES BY MARRIOTT GROUNDBREAKING SCHEDULED FOR OCTOBER 21ST A groundbreaking ceremony has been scheduled for October 21st at 3 p.m. for the new TownePlace Suites by Marriott that will be locating in the Oshkosh Avenue corridor near the campus of the Oshkosh Corporation Corporate Headquarters. The project is being developed in conjunction with the Lakeshore Plaza Development along Oshkosh Avenue with American Companies as the general contractor and Kinseth Hospitality Companies being the property manager. The general public is invited to attend. The target date for the hotel opening is early fall of 2021 CONSTRUCTION UNDERWAY AT LAKESHORE PLAZA Construction is underway on a new 22,000 square foot 2-story office building in the Lakeshore Plaza Development area that will be the new home for CLA Oshkosh. CLA will be locating on the second floor with first floor space still available for lease. Also, construction has begun on a separate 6,000 square foot retail center that will be the new home for Dunkin Donuts and Baskin Robbins. Additional tenant space is also available in this building. BRIO BUILDING CONSTRUCTION COMMENCES Construction began in September on the new BRIO Building that is being developed by MERGE URBAN DEVELOPMENT at the corner of Jackson and Pearl in the Marion Road District Opportunity Zone. The 57,000 square foot 5 story project will include the new Oshkosh Food Co-op on the first floor and 60 upper floor residential units that are proposed to include 28 studios, 16 one bedroom units and 16 two bedroom units. The project includes the development of 117 parking stalls with 270 total parking stalls on 3 adjacent parcels. CONSTRUCTION BEGINS ON CHICK-FIL-A AND DISCOUNT TIRE ON N. WASHBURN STREET Construction is underway on a new Oshkosh Chic-fil-A fast food restaurant and a new Discount Tire store on N. Washburn Street. Chick-fil-A anticipates a January 2021 opening at its location near Dick’s Sporting Goods and the new Discount Tire store will be located at 925 N. Washburn Street. | | |

STATEWIDE FACEMASK MANDATE EXTENDED
You are likely well aware that Gov. Evers has reissued his mask mandate for another 60 days, running through the middle of November. The mandate is the same as what has been in place for the last 60 days. In quick summary, the mandate requires individuals age 5 and up to wear a mask anytime they are in a room with other individuals, except in a private residence and in a handful of other instances. - Five layer KN95 facemasks, boxes of 20, cost $46.00/box.
Prices include sales tax. Minimum quantity per order is one box of either type. Separating masks may lead to contamination so orders smaller than one box are not an option.
