UNEMPLOYMENT INSURANCE BENEFITS AND WORK-SHARE PROGRAMS

Since Governor Evers first declared a public health emergency in the state on March 12, 2020, the Wisconsin Department of Workforce Development (“DWD”) has experienced an unprecedented spike in the number of claims for unemployment insurance benefits. This abrupt increase in unemployment claims has prompted a legislative response, and on April 15, 2020, Wisconsin enacted Senate Bill 932. The bill is wide-sweeping and impacts employment, agriculture, economic development, local government, public utilities, education, insurance, and public health and human services in Wisconsin.


Among numerous other changes, Senate Bill 932 makes significant modifications to Wisconsin’s unemployment insurance program. The bill’s amendments to existing unemployment insurance laws appear to provide temporary economic relief to both claimants and employers by waiving certain requirements and restructuring the way in which benefits related to the public health crisis are charged.

PAYCHECK PROTECTION PROGRAM FORGIVENESS APPLICATION AVAILABLE

The Small Business Administration (SBA) released the Paycheck Protection Program (PPP) Loan Forgiveness Application and detailed instructions for the application. The PPP Loan Forgiveness Calculation Form with instructions is now available on the SBA website. The form and instructions is intended help guide small businesses through the forgiveness process, reduce compliance burdens and simplify the process. Borrowers will complete the form and submit it to their lender to receive loan forgiveness.

WHAT IS LEADERSHIP OSHKOSH?

 

Leadership Oshkosh is a community-based leadership program which is here to inspire you to grow as a leader and become more engaged in our community. 

 

Since 1990, more than 1,000 community leaders have completed this program. Each year, the program welcomes approximately 40 committed participants who gather each month to learn about what makes Oshkosh work, what makes Oshkosh special, and what challenges we face.


The nine monthly sessions focus on different community segments ranging from human services, to arts and the economy. Participants are immersed in a full-day class that includes guest speakers, hands-on experiences, tours and relationship building. The goal of each class day is to challenge your thinking and inspire you to get involved.

OSHKOSH RESTAURANTS AND BARS ALLOWED TO TEMPORARILY EXPAND OUTDOOR SEATING

Given the need for eating and drinking establishments and businesses with liquor licenses to comply with guidelines for reducing the spread of COVID-19, the Oshkosh Common Council has approved a Temporary Use Permit (TUP) to allow these businesses to expand their seating areas outside of their current building, decks and patios. All COVID-19 related TUPs would expire on October 1, 2020. 

 

Temporary outdoor patios, picnic tables, tables and chairs with umbrellas, tents or temporary bars could be set-up in their side, front and rear yards, parking lots, or even neighbor’s property (with permission).  The establishments’ goal would be to keep at their current seating capacity, but reduce the customer density by expanding their seating areas outside. 

 

The TUP application form details the minimum requirements for Zoning, County Health, Police, Fire, Clerk, Public Works and Inspections for the proposed TUPs.  Staff has based these standards for approval on protecting public health and safety for the establishments’ customers and employees, and the establishments’ neighbors.  The planned review time for these applications would be in 2-3 days.

OSHKOSH CHAMBER BAR AND RESTAURANT 
EMERGENCY MICRO LOAN PROGRAM

The Oshkosh Chamber of Commerce has established a Bar and Restaurant Emergency Micro Loan program to assist Oshkosh Chamber member businesses that have been impacted by the State of Wisconsin’s ban on bar and restaurant operations due to the spread of the COVID-19 virus.

Any Oshkosh Chamber member bar/restaurant that is located in the Oshkosh area is eligible for up to $2,500.00 in a low interest loan for business purposes. All loans will be awarded to eligible applicants while funds are available.

OSHKOSH CHAMBER RECEIVES 5-STAR ACCREDITATION

We are happy to announce that the U.S. Chamber of Commerce has re-accredited the Oshkosh Chamber with a 5-star accreditation for its sound policies, effective organizational procedures, and positive impact on the community. 


Accreditation is the only national program that recognizes chambers for their effective organizational procedures and community involvement. In order to receive accreditation, a chamber must meet minimum standards in their operations and programs, including areas of governance, government affairs, and technology. A 5-star designation is the highest designation that a local chamber can receive from the U.S. Chamber. Nationwide, only 128 chambers of commerce have achieved this designation.
