The Oshkosh Chamber of Commerce commissioned a study with Whitburn Center for Governance and Policy Research at the University of Wisconsin Oshkosh to take a thirty-year (1990-2020) look back at City long-term spending and staffing trends. The goal of this analysis is for stakeholders to be able to get an unbiased look at Oshkosh budgetary trends and to better inform local property taxpayers of the City's revenue and spending trends. Specifically, the budget analysis did an in-depth review of the City's Stormwater Utility.

 

The study concluded that since the inception of the Stormwater Utility in November of 2002, ERU rates increased significantly. For example:

  • A rate increase of 932.1% between 2003 and 2020 (average 55% annual increase)
  • $98,364,038 was raised in stormwater utility fees between 2003-2019

 

We question the trajectory of the increasing costs imposed on property owners over these years, especially those costs that have been disproportionately applied to non-residential property owners. As the City Council deliberates and sets the Utility rate for the upcoming year, we would suggest that the Council return the excess profit to Stormwater Utility customer by one of the following:

  • Refund/rebate the Utility’s fund balance proportionally to the Utility customers’ past payments
  • Waive the Utility customer fee for the next two years
  • Combination of the above

Colan Treml Joins Oshkosh Chamber Staff

The Oshkosh Chamber of Commerce is excited to welcome Colan Treml as its new Economic Development Director. Most recently, Treml was a realtor with First Weber. Prior to this, he held positions with J.J. Keller as well as different roles within the Oshkosh Chamber. As the new Economic Development Director, Treml will be responsible for developing and executing the economic development program of the chamber. This will include existing business development, development of the entrepreneurial and start-up endeavors, business recruitment, regional economic development, and community preparedness.

Originally from Sycamore, Illinois, Treml’s education took him to the University of Wisconsin Oshkosh, where he also played baseball for four years and graduated in 2019. “We are very excited to welcome Colan back to the Oshkosh Chamber team. Having worked with us over the course of the past few years and growing up with a mother who is the President of his hometown’s chamber, he is no stranger to the work we do here. He brings with him a wealth of knowledge and experience that will be very beneficial in advancing our economic development efforts,” said Rob Kleman, incoming President & CEO of the Oshkosh Chamber of Commerce.


Treml said “I’m excited to come back to the Chamber team because I’m passionate about being a part of positive and influential change in our community, especially in an effort to support our local businesses and organizations.”

OSHKOSH OCTOBER 2022 

JOBLESS RATE DECREASES

The unemployment rates for Oshkosh and Winnebago County remained consistently low in October along with other areas in our region as reported by the Wisconsin Department of Workforce Development (DWD).     

 

CITY OF OSHKOSH EMPLOYMENT DATA

The data indicated that the unemployment rate for October 2022 was 2.8%, up from 2.4% in October of 2021 but slightly lower from 3.2% in September of 2022.  There were 33,496 Oshkosh City residents working this year in October vs. 34,157 last year, for a loss of 661 workers year over year.   This trend also follows the reduction in total labor force numbers in October from 35,003 in October 2021 to 34,460 in October 2022.     

 

WINNEBAGO COUNTY EMPLOYMENT DATA

The Winnebago County unemployment rate for October 2022 was 2.5%, slightly up from 2.3% in October of 2021 and down from 2.9% in September of 2022.    

  

There were 89,538 Winnebago County residents working this year vs. 91,304 last year, for a net loss of 1,766 workers.  Winnebago County’s labor force also declined in October from 93,489 in October 2021 to 91,834 in October 2022.            

 

WISCONSIN and US EMPLOYMENT DATA

The Wisconsin October 2022 unemployment rate was 2.8%, down from 3.2% in September of 2022, but up slightly from 2.7 % in October of 2021.   In October there were 2,981,195 statewide residents working this year vs. 3,056,187 last year, for a loss of 74,992 workers.  The 2.8% statewide unemployment rate remains below the national average of 3.3%.
